Reports To: Director, English Learner Education and Migrant Teacher Leader
Work Schedule/FLSA Status: 12-month / Non-exempt
Salary Schedule: Bilingual Liaison negotiated agreement, Salary Grade 67C, starting rate $22.62 per hour
Position Purpose:
The Migrant Service Provider position provides Migrant Education Program (MEP) sponsored supplemental instructional services and support services. This person serves as a liaison between students, parents, schools, the central office, and the community to ensure the federal Migrant Education Program goals are met. This individual works closely with the EL Coordinator and Migrant Teacher Leader to ensure quality services are provided, and collaborates with the Migrant Team to meet program outcomes. While the position provides an office at the EL Office, this individual will spend the majority of the workday in schools and home visits.
Essential Performance Responsibilities:
- Conducts/supports conversations between English and individuals who speak a language other than English, including but not limited to discipline, class schedules, personal/social issues, translates reports, letters, and other school-related communications.
- Identify, develop, and utilize programming that fosters student leadership skills, promotes college and career readiness, and supports high school graduation.
- Assist with communicating student attendance concerns and refer families to resources to improve attendance.
- Attend and support all parent involvement activities sponsored by the Migrant Education Program, and support EL Program and/or assigned schools' activities (e.g., parent events, youth leadership, recruiting events)
- Organize academic support services, such as tutoring opportunities, during and after school.
- Maintain daily, accurate records of migrant student services provided.
- Attend Migrant Education Program professional development 2-3 times annually (travel required).
- Make home visits to provide support and/or instructional services.
- Recruit families into the Migrant Education program.
Additional Duties: Performs other related tasks as assigned by supervisor and other central office administrators as designated by the Superintendent.
Equipment: This position may require the ability to use basic office equipment, including computers, copiers, scanners, and a fax machine. Must always comply with OPS’s guidelines for equipment use.
Travel: Local travel is required.

- Contact with personnel within the district, as well as with customers and vendors.
- Will be working under the direct supervision of the department supervisor to complete day-to-day tasks.
- Will be working with a diverse population requiring the ability to handle all situations with tact and diplomacy.
- Must understand and respond appropriately to customer needs and maintain a positive attitude with all customers and colleagues.
- Expected to interact with all internal and external customers in a friendly, professional manner and provide quick, responsive customer service.
Employee Punctuality and Appearance
- For schools and district departments to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless they have received approved leave.
- Any deviation from assigned hours must be approved in advance by the employee’s supervisor or building administrator.
- All employees are required to report to work dressed in a manner that reflects a positive image of Omaha Public Schools and is appropriate for their position.
Knowledge, Skills, and Abilities:
- Two (2) years of college coursework, 48 semester/72 quarter hours, or successful completion of the Para Professional Assessment Test is required.
- Bachelor’s Degree preferred.
- Ability to train and support staff in working effectively with migrant students and families.
- Fluent in English and another language (e.g., Spanish, Karen, Burmese, Nepali)
- Excellent attendance record.
- Strong understanding of the Migrant Education Program and measurable program outcomes.
- Exhibit skills pertinent to positive human relations and the ability to work effectively with principals, teachers, central office staff, students, parents, administrators, and the community.
- Ability to work flexible hours that may include evenings and weekends (e.g., during summer Leadership Camps).
- Must have a valid driver's license and own transportation, as he/she will work in different OPS settings and in the community.
Terms of Employment
This position is treated as a full-time non-exempt classified position. The terms of your employment will be governed by applicable state laws regulating employment in a Nebraska Public School and Board of Education policies, as those laws and policies may change from time to time. If your position is represented by a collective bargaining representative, your employment will also be governed by a negotiated agreement between OPS and that representative.

- Obtaining and providing verification of all licenses, certificates, and other requirements for the position (e.g., Paraprofessionals obtaining “Highly Qualified status,” etc.), as identified, and maintaining all licenses, certificates, and requirements for your position throughout employment.
- A background check that demonstrates to OPS that the background is acceptable for the position.
- Verification of U.S. citizenship or legal authorization to work in the United States.
- Successful completion of a pre-employment drug test (if required for the position offered).
- Successful completion of a tuberculosis skin test (if required for the position offered).
